With regard to the expected effect of the development of the air energy heat pump system, the relevant person in charge of the Municipal Development and Reform Commission introduced that, according to the goals set forth in the Implementation Opinions, by 2022, Beijing will increase the utilization area of the air energy heat pump system by 20 million square meters, with a cumulative utilization area of 80 million square meters, accounting for about 8% of the heating area of the city. At that time, the consumption of fossil energy, such as gas and coal, will be reduced by about 1 million tons of standard coal and 2.4 million tons of carbon dioxide. The Implementation Opinions on giving priority to the use of air energy heat pumps in key functional areas put forward for the first time that the application of renewable energy should be included in the zoning plan, and the total amount and proportion of renewable energy heating should be taken as the important planning content of energy heating infrastructure. In the future, air energy heat pump system will be given priority in the planning and construction of energy infrastructure. According to the overall urban planning of Beijing, by 2020, the proportion of renewable energy utilization in Beijing will reach 8% and 20% by 2035. During the planning and construction of key functional areas such as Beijing Urban Sub center, Beijing Daxing International Airport and Airport Economic Zone, "Three Cities and One District", Pingyuan New City, and Ecological Conservation Zone, priority will be given to the use of renewable energy such as air energy heat pumps. In the Implementation Opinions, the utilization area of air energy heat pump systems in these key new areas is also defined for the first time. New areas such as Beijing Urban Sub center, Beijing Daxing International Airport and Airport Economic Zone will add about 7.5 million square meters of air energy heat pump heating area by 2022. In combination with the new town planning, the city will further tap the waste heat potential in existing areas such as Daxing, Shunyi, Changping and Fangshan, make full use of the capacity of existing heating facilities, and add about 4 million square meters of air energy heat pump heating area by 2022. In Mentougou, Pinggu, Huairou, Miyun, Yanqing and other regions, we will also strengthen the promotion of the application of air energy heat pump systems, support the application of air energy heat pump systems in the construction of beautiful villages, further improve the level of clean heating in rural areas, and add about 1.5 million square meters of air energy heat pump heating area by 2022. New and expanded air energy heat pump systems can be subsidized. To increase the promotion of air energy heat pump technology, Beijing will provide policy support in terms of financial subsidies and simplified approval procedures. The relevant person in charge of the Municipal Development and Reform Commission said that it would focus on strengthening financial support in key areas of clean heating such as civil buildings and coal substitution, and give 30% financial support to the investment in heat source and primary pipe network of new construction, reconstruction and expansion of air energy heat pump system, waste heat air energy heat pump system projects. For the air energy heat pump system transformation of existing coal-fired and oil fired heating boilers, the rural coal to shallow ground source air energy heat pump project implemented by the whole village, and the urban coal to shallow ground source air energy heat pump project implemented by the community in a unified manner, the subsidy is more powerful, and will be funded according to 50% of the project construction investment. The investment in the heat source and primary pipe network of the geothermal energy heating system will also be funded by 50%.
